**MISSION STATEMENT**  

The Garland County Tax Collector’s Office plays a critical role in the functioning of county government.  

 

  • This office must be managed with professionalism, efficiency, and integrity. We will provide high-quality services to the residents and taxpayers of Garland County by leveraging improved technology, effective marketing, and enhanced training for our employees.  

  • We will implement approved financial operations to ensure protection of the county's assets.

  • Additionally, we will adhere to all Arkansas State laws to minimize delinquent payments and penalties.  

  • Our employees will receive greater training opportunities, enabling us to streamline operations, enhance staff development, and improve the customer service experience. We will treat all employees with respect and professionalism.  

  • Furthermore, we will ensure that all taxpayer-supported entities in Garland County receive maximum funding through the effective operation of the Tax Collector’s Office.

**PROVEN LEADERSHIP**

**CONSERVATIVE REPUBLICAN VALUES**

  • Jim Keary was instrumental in the Garland County Red Sweep of 2024, where 12 Republican members were elected to the Quorum Court.

  • Jim Keary has served three terms as treasurer and secretary on the Republican Party of Garland County Executive Committee. He now serves on the Audit Republican Campaigns committee and as a delegate to the Republican Party of Arkansas. He is a past chairman of the Lincoln Reagan Dinner committee, a Republican Party of Arkansas state convention delegate, and an RPA 4th Congressional District Committee delegate.

  • Jim Keary has managed or volunteered on numerous campaigns to elect Republicans and more conservative judges in Garland County.

  • Jim Keary Supports the 2nd Amendment and is Pro-Life. He helped build Garland County’s only Safe Haven Baby Box.

About Jim Keary

EXPERIENCE

  • Jim Keary is an award-winning manager and marketing executive with decades of experience providing efficient, productive and customer friendly services. Jim Keary has managed departments in both public and private sectors. He has budgetary and legislative experience at the state and local levels.

  • His experience will improve services for the Tax Collector’s Office, and through better communication and use of technology.

  • Jim Keary is an elected Commissioner of the 70 West Fire Protection District, which provides fiscal oversight of one of the largest Fire Districts in Garland County.

  • He has served as a special agent for the Arkansas Department of Finance and Administration.

  • Jim Keary has assisted the Garland County Sheriff’s Office with development and maintenance of a crime tracking system. He also helped obtain funding for the purchase and installation of mobile data computers in all Sheriff’s patrol vehicles, which helped reduce 80 percent of duplicated paperwork, improve efficiency and managements of law enforcement personnel.

  • He served on the steering committee for construction of the Garland County Detention Center.

  • Jim Keary is a graduate of the Citizens’ Academy of the Washington, D.C. Field Office of the FBI.
